No configuration error reported even though nwid.nxd file is not found

The profinet stack may be configured in several ways:

1. Using Config.nxd and nwid.nxd files, which may be created by Sycon.Net
2. Inibatch.nxd file (Legacy)
3. Set Configuration Service 

At startup, the stack evaluates the configuration in the above described serquence. 

Currently, if the 1st method is selected and only one of the required nxd files is found the filed ulCommunicationError of the Common Status Block in DPM shows no error.

It is expected that ulCommunicationError is set to ERR_PNS_IF_NO_NW_DBM_ERROR or ERR_PNS_IF_NO_CFG_DBM_ERROR until the missing file is downloaded or Set Configuration Service is used.
