Support pulling the DAP submodule at runtime

The current implementation does not support pulling the DAP submodule at runtime. (e.g. as part of a submodule adaption during Check service) This fact was hidden by other, unexpected implementation behavior. Since change PSPNS-2811 the RUN bit in DPM is now cleared when DAP submodule is removed of from configuration. The latter behavior is not a bug but just caused by the fact that pulling the DAP submodule is not supported.

It should be considered to implement support for reconfiguring DAP submodules.
