SetOemPrmType 6 service to copy CycleCounter into DPM can not be used for DPM offset 0

            Description

            The user application defines the offset of all submodules in DPM IO input area. It defines the offset for optional feature to copy CycleCounter to Input area via PNS_IF_SET_OEM_PARAMETERS_REQ as well.

            Current implementation does not accept offset to be 0. This is unexpected. Offset 0 shall be accepted.

            In addition a misleading errorcode "ERR_PNS_IF_PACKET_SEND_FAILED" 0xC0300100 is returned in this case.
