Sometimes wrong management address reported by LLDP if remanent set

When the IP address is stored permanently a wrong management address in LLDP Frame and LLDB MIB might be reported after a powercycle.

It is expected that a proper management address is reported after a powercycle.

This issue could only be reproduced by applications that set "Bus State off" on startup prior setting any configuration to the firmware although firmware reports "bus off".
