[loadable firmware]: Change default Phy configuration timeout from 500ms to 5 seconds

            Description

            Currently all loadable firmware will enable all PHYs in "Autonegotiation mode" 500ms after its start if

            • no remanent data exists in flash
            • no configuration from host is given

            Applications storing the remanent data themselves and running on an external host CPU may take longer than 500ms to start until the remanent data is given to firmware.

            However in this case the PHYs have already been activated with default settings. These defaults may not respect remanent data which could have disables a port.

            New certification tests complain about unexpected Phy behavior.
