[loadable module]: change default Phy configuration timeout to 2 minutes

Currently loadable module will enable all PHYs in "Autonegotiation mode" 60 seconds after its start if

• no remanent data exists in flash
• no configuration from host is given

Applications storing the remanent data themselves and running on an external host CPU may take longer than 60s to start until the remanent data is given to firmware.

However in this case the PHYs have already been activated with default settings. These defaults may not respect remanent data which could have disables a port.
