unexpected SF LED behavior after ChannelInit in case application generated diagnosis exists

If application generates a diagnosis at runtime and later uses the sequence

• RCX_CONFIG_DELETE_REQ
• RCX_CHANNEL_INIT_REQ

to delete the protocol stack configuration the SF LED stays static ON indicating a diagnosis exists.

Expected behavior: After given sequence no diagnosis shall exist in protocol stack and SF LED shall be off.
