invalid error code returned when trying to read content of Diagnosis ASE or I&M data with partial access

If content of Diagnosis ASE (or I&M data or other objects that does not allow partial read) is read and the requestor deliver a buffer that is too small (which is called partial read) this shall be rejected with a specific error code.

Current implementation returns wrong error.
