            Description

            For submodules being part of a ModuleDiffBlock the SubmoduleState offers a bitfield to indicate whether the owning IO Controller of the submodule allowed IO Supervisor takeover. This bitfield is currently not set at all indicating that takeover is allowed (even if takeover was not allowed by owner).
