Adjust default I&M5 behavior to be only active for specific targets by default

            Description

            In case the protocol stack handles I&M data it is expected that I&M5 dataset is delivered for some products. For other products I&M5 shall not be delivered.

            The implementation in firmware shall be changed in such a way that standard Hilscher CommunicationSolution products (cifX, comX, netJACK) have I&M5 activated by default without any user interaction. The same applies for all netRAPID targets.

            Other targets, especially NXLFW and NXLOM distributions shall not handle I&M5 automatically, instead requests shall be answered with "invalid index". This is a change in NXLFW behavior compared to previous firmware versions that supported I&M5 for NXLFW by default.
