in case of application controlled startup LLDP frames are sent to early to network

In case of application controlled startup it is expected behavior that LLDP frames are not sent to network until application allows network access (by setting Bus ON).

Current implementation in protocol stack starts sending LLDP frames immediately after configuration is activated with ChannelInit (without respecting Bus state).

This may be an issue during automated certification testcase PDEV_Check_OnePort (depending on some other timings).
