If a DA-AR is active and a second one is established the second one is rejected with wrong error code

            Description

            According to Profinet specification DeviceAccess ARs shall behave equal to IO ARs. Thus establishing more ARs than supported shall be rejected with error code "Out of AR Ressources". Current implementation returns "CMDEV State conflict" for DA ARs.

            Certification tool V2.34.0 accepts this behavior, beta version V2.34.1 does no longer accept the behavior.
