SetConfigurationRequest applies new DPM Watchdog values directly (without for Channel Init)

It is expected that simply sending PNS_IF_SET_CONFIGURATION_REQ to firmware does not change anything until a ChannelInit is performed.

Current implementation directly applies the DPM watchdog timings when receiving PNS_IF_SET_CONFIGURATION_REQ.

All other settings are applied (as expected) with ChannelInit. Only DPM Watchdog time is affected.
