PDEV Alarm sometimes not generated

            Description

            When a PDEV related diagnosis is changed while the alarm of that diagnosis is pending/processed by controller no alarm is generated afterwards. In such a case it is expected, that after the controller finished the pending alarm another alarm is generated by the device.
