In case shared device release alarm is not generated for all expected submodules (Certification issue)

In case shared device and the connected IO controllers expect the same submodules. If the fist controller which is the owner of submodules is disconnected the second controller becomes the new owner of submodules. In this case if the new owner is disconnected before plug sequence is done  the stack does not report released alarm for all expected submodules to the possible new owner. 

This issue is only relevant if the GSDML file states that more than 2 ApplicationRelations are supported. In case of "only" 2 ApplicationRelations this issue is irrelevant.
