Sometimes profinet specific diagnosis are generated but not reported.

After system reset during AR establishment, it might happen that occured diagnosis will not be reported to the controller.
The problem is in that sometimes (depends on when PNS_IF_LINK_STATUS_CHANGE_IND is received) it will be try to reporte a diagnosis before the submodules (Interface or port) for which the diagnosis data shall be added is not yet plugged.
