Bus ON can unexpectedly be set when using netX Transport Driver to access the firmware

            Description

            In some situations where setting "Bus ON" shall be rejected it is accepted.
            Examples:

            1. After watchdog error occurred it is expected that Bus ON can not be triggered
            2. in case of unconfigured firmware it is expected that Bus ON can not be triggered

            However if the netX is accessed via netX Transport driver (thus USB or RS232) Bus ON can be set in this situation.
            Using regular driver functions via DPM however Bus ON can not be set in this situation because the driver reports "device not ready".
