Trying to establish a second Device Access AR leads to lost the first one (Certification Issue)

            Description

            The Stack supports only one Device access AR (DAAR). It rejects all other connects which is correct but the resources of the fist DAAR will be reset in this case (which is incorrect). This issue can be reproduced using AR-ASE testcase of Automated RT tester.
