PdPortDataAdjust does not contain data configured from controller

            Description

            A PN Controller confidures 2nd port for "link down" using PdPortDataAdjust/AdjustLinkState. After the connection established it does read PdPortDataAdjust expecting AdjustLinkState block, but device delivers "Adjusting MAU type" block.
