DCP SET with StartTransactionBlock is not accepted

            Description

            If a DCP SET contains the block "StartTransaction" the whole DCP SET is not accepted by the protocol stack. If "StopTransaction" is used instead of "StartTransaction" the DCP Frame is accepted.

            The "StartTransaction" is responded with "option unsupported". Expected behavior: Answer with "ok".
