            Description

            a new startup flag "PNS_AP_DPM_STARTUP_FLAG_LEGACY_COMM_STATE" shall be defined and implemented. This flag shall influence the way how the ulCommunicationState is handled in the firmware.
            Either "legacy" for compatibility reasons (if flag is set) or according the new definition (if flag is not set).
