inputs/outputs not working as expected for NXLOM example

      Description

      when using the NXLOM example compiled as Release the DIP switches are working in principle. However they are transfered only if manually more submodules are plugged in engineering. The submodules directly plugged in engineering are not affected by the DIP switch.
      This should be changed so that the DIP switches are put to the first WORD submodule.
      This issue applies to all three targets (netX50, netX51, netX100).

      When using netX51 and netX50 target (NXHX 51 ETM Rev 4, NXHX50-ETM Rev 3) the 4 LEDs located near to the DIP switches are static on.
      On the network "0" is transfered to IO Controller and even if IO Controller sends 0xFF nothing changes visibly on NXHX51 or NXHX50.

      This is different for NXHX500, the LEDs are working as expected.
