[All Firmwares]: add new Taglist entry to change behavior of Profinet stack

            Description

            a new Taglist entry shall be added to all loadable firmware files (.nxf).
            This entry allows the user of the firmware to

            • disallow IRT communication
            • disallow IO Supervisor communication
            • reduce the number of supported ARs (can be used to disable Shared Device)
            • change the MinDeviceInterval
