RSTP frames are not forwarded

            Description

            according to Profinet specification "Multicast FDB entries" RSTP frames shall be received locally and shall not be forwarded. However there is a note that states "It is recommended to forward Rapid Spanning Tree Protocol (RSTP) frames in switches without RSTP support or switches with alternative media redundancy protocols like MRP".

            Current implementation does not forward this frames. This shall be changed.
