feature: add API for the user to read out the submodule specific Watchdogtime of IOCR the submodule belongs to

For Output submodules there is a Watchdog defined by IO Controller to supervise the receipt of cyclic frames.
Once this watchdog is expired the Profinet IO Device protocolstack will terminate the connection to the IO Controller.

There is the need for an API to read out this configured Watchdog time for a submodule.

Use PNS_IF_GET_PARAM_REQ for this. Define a new Subcommand.
