DCP Signal not working when using Step7 5.5 with SP3

            Description

            Step7 5.5 with SP3 produces incorrect DCP Signal Requests. The stack answers with "ok" on the network but does not blink with the LEDs.

            We shall accept this incorrect DCP Signal Request produced by Step7 for compatibility reasons.
            Actually this is not a fault in the Profinet IO Device stack, it is a fault of Step7 - but Step7 is used widely in the field thus there are many customers complaining about this topic.
