feature: change handling of Responses in AP task so that users can answer to Indications they do not care with an error code

If the AP Task sends out an Indication to the application currently the application in enforced to answer to the indication with a valid response. In order to ease handling in the application the Profinet IO Device AP task shall be changed.
It shall be possible for the application to respond to an indication with error code "TLR_E_NO_APPLICATION_REGISTERED", 0xC0000202. In this special case the AP task shall show the same reaction as if no application would have been registered.
