sometimes unexpected connection abort with error saying no port offers 100MBit/s FullDuplex

sometimes when using fix Phy settings (e.g. fiberoptic or (maybe) copper with fix 100MBit/s FullDuplex) a connection to an IO-Controller is directly shut down by the stack. The error code used is 0xCF81FD24 which stands for "PDEV, no port offers required speed or duplicity". However the established link offers 100MBit/s FullDuplex and thus the connection is not expected to be shut down.
