AR not re-established when aborted after a long time

            Description

            When an IO-AR is aborted after beeing in communication for about ~25 days, the controller does not immediately try to restablish this AR. The controller will consider the AR restablishing not before ~ 49 days after the previous connection has been made.

            It is expected that the controller tries to re-establish the AR in a timely manner.
