Application Ready may be rejected with NCA_SERVER_TOO_BUSY

            Description

            When the Controller stack receives a CControl (e.g. Application Ready) from a device which AR has already been fully established and no Application Ready was expected, the Controller will not respond the Application Ready. In the following, the Controller might no more react properly to Ccontrol of the same or other devices. CControls (ApplicationReady) might be either stuck (Ping) or rejected (NCA_SERVER_TOO_BUSY).

            Note that a device sending an additional, unexpected ApplicationReady is misbehaving according Profinet specification.
