Disabled AR is unexpectedly established after switching the bus state to ON

The stack provides the possibility to control the status of the individual ARs using PNM_AP_CMD_CHANGE_ARSTATE_REQ.

For example, the application can switch off the individual ARs at runtime using the ‘PNM_AP_ARSTATE_REQ_SHUTDOWN’ status. However, if the bus status is then switched to ON, either explicitly through the DPM service or implicitly through the status ‘PNM_AP_ARSTATE_REQ_SHUTDOWN’ for handle 0 (IO controller), all ARs are established, including those previously deactivated.
