Unexpected error when loading remanent data

            Description

            When the firmware was adjusted such that remanent data is stored at the host and optionally the host configured DDP data, the Load Remanent Data service might fail with unexpected status "ERR_HIL_OPERATION_NOT_POSSIBLE_IN_CURRENT_STATE" when the host has tried to use(send ) a configuration related service request before which was rejected by the stack.
