Register Application and other generic services do not check packet length

From a compatibility point of view, a service shall only be accepted, if the packet length exactly matches the definition at point in time of implementation. Accepting a service delivering more data than defined may be a compatibility issue in the future (if service is extended).

Thus, a request packet providing more data than expected shall be rejected.
