The AR State Update service does not shown at which AR the state has changed

The AR State Update service is used to notify the application about the change in the operational state of all ARs. According to the documentation, the highest bit in the State is meant to serve as a bitmask (PNM_AP_ARSTATE_CHANGED_MSK) to determine whether the state has changed since the last notification.

However, this bit is not being set by the stack at all, even when the state has indeed changed.
