Unexpected behavior during startup with IP address conflict

            Description

            When controller detects an IP address conflict during Communication Start , it still configures its IP stack with the conflicting IP address. I this situation however, it is expected that the Profinet IO Controller firmware aborts the process and does not provoke a conflict.
