Unhelpful error code returned if packet configuration is used while firmware is configured with database

            Description

            If the firmware is already configured with a database file (config.nxd) and the packet configuration API is used, the packets need to be rejected. This is already done.

            However, the error code (RCX_E_NOT_POSSIBLE_IN_CURRENT_STATE - 0xC02B0025) is not very helpful. A dedicated error code (PNM_AP_CFG_DATABASE_CONFIGURATION_ACTIVE) shall be defined and used.
