Add possibility to read out the switch counters via DPM

A new possibility to read out the diagnosis counters of the switch integrated in the firmware should be provided.

The functinality will be implemented as Read Record service on the controllers Interface submodule using the same vendor specific read meachnism as implemented for the switch diagnostic record object at the device.
