Reject Alarm Acknowledge Request before Alarm Response

If an alarm is received the following sequence shall be strictly followed (by application and protocol stack). Violation (e.g. wrong alarm acknowledge request) shall detected and reported.

1. Protocol stack generates Alarm Indication for application
2. Application generates Alarm Response for protocol stack
3. Application send Alarm Acknowledge Request to protocol stack
4. Protocol stack acknowledges alarm on network and generates Alarm Acknowledge Confirmation to application
