Check parameters in Alarm Acknowledge Service Request

When the firmware handles an Alarm Acknowledge Service Request currently only the device handle and alarm priority fields are used. Other fields are ignored. It is expected that all fields are validated against valid value ranges and validated against the currently pending alarm. Only if no mismatches are detected the alarm shall be confirmed. This behavior is required to prevent unexpected confirmations of alarms.
