DCP Identify Response field IPOptions.BlockInfo shall be ignored

The field "BlockInfo" inside the IPOptions of DCP Identify Response is currently checked by IO Controller. There exists no clear definition for coding of this field.

There are IO Device that sets some unexpected values here which leads to strange behavior after connection establishment. The first connection is established successfully. After connection interruption no further connections can be established, they are aborted by IO Cotnroller due to a detected "LateError".

The problem comes from misbehaving IO Device, however due to missing definition for field BlockInfo the IO Controller shall not check the field.
