Configuration error set at runtime

When the controller is already successfully configured by database and communicating and afterwards the application uses an Set OEM Service to change a configuration parameter this service is rejected. Furthermore the internal configuration state is changed to "error".
It is not expected that the internal configuration state is changed to error in this case.
