implement check of MRP Manager License Bit in SecMem and error handling in case of missing license

The Bit in SecMem License Section that belongs to MRP Manager needs to be evaluated by the firmware. If the License it not set the MRP Manager functionality shall not be active.

In case MRP Manager is not active this shall not harm operation and all shall work as expected (no error shown).
If MRP Manager is active in configuration and the license is invalid this error shall be detected and reported.
It is not accepted that the configuration is used by firmware and MRP Manager is deactivated because this might lead to Ethernet ring topologies without MRP Manager.
