add API for Supervisor DA AR

An API needs to be defined and implemented.
API to establish AR shall only be usable if Bus ON is set (due to the demand of IP communication).

The following functionality is required:

• PNM_AP_CMD_ESTABLISH_DA_AR_REQ to establish the AR (contains all required parameters, including IP)
• PNM_AP_CMD_ESTABLISH_DA_AR_CNF to return the handle of AR (can be used for acyclic services later on, returned after AR is established)
• PNM_AP_CMD_RELEASE_AR_REQ to release the AR with the AR handle
• PNM_AP_CMD_RELEASE_AR_CNF to indicate AR resource is now free for further usage
