SF LED is still ON although it should be OFF in special scenario

In case an IO Device reports a diagnosis the IO Controller SF LED shall be static ON. This works. If now the connection to IO Device is lost and the IO Device does not report diagnosis when connection is reestablished it is expected that IO Controller SF LED is OFF.

In current implementation the SF LED will be ON in this situation.
