an IO Device reporting ModuleDiffBlock with only Diagnosis is reported as faulty even if all diagnosis is gone

In case an IO Device reports a ModuleDiffBlock at ConnectionEstablishment which only states that diagnosis exists, thus all expected modules are present, and later this IO Device reports all diagnosis is gone it is still reported as faulty by IO Controller firmware to its application.
The ModuleDiffBlock is still reported to exist.
