feature: add possibility to disable the AP task behavior to clear the registered task of a DPM channel

for NXLOM usecase a possibility shall be implemented that disallows the AP task to clear the registered application for a specific DPM channel.
This means not to use the service "RCX_QUE_LOG_CLR_REQ"

By default no change in behavior of AP task shall occur, thus the default is to USE the service "RCX_QUE_LOG_CLR_REQ" for every firmware build.
Only NXLOM users may use this feature by setting a specific flag in AP task startup parameters.
