PNS_IF_SET_OEM_PARAMETERS_REQ type 6, 14 and 15 accept invalid values

            Description

            When using SetOem Praemeter Request invalid values (e.g. VendorID > 65279, DeviceID == 0) are accepted. However, these invalid values shall be rejected.
