Add new Set OEM Parametertype to hand over I&M0 data for application profile

A new Set OEM Parametertype shall be added. If used, it shall add an I&M0 entry for the provided API to the I&M data of the protocol stack.

The service shall contain the API where the I&M0 data belongs to as well as a complete I&M0 dataset.

The service shall be useable at any point in time. It shall not be reset to defaults on ChannelInit.

To reset the values, the service shall be used with API 0, the other fields are "dont care" in that case.

EDIT: Since the requested functions to extend were not found in PN_Core (PSPNCORE-623) the following extensions has to be made in PNDIF.

The protocol stack I&M handling shall be extended in such a way, that the internal I&M handling is able to report the additional I&M0 dataset for application profile API.

This includes handling in I&M0FilterData as well as I&M Read/Write requests for I&M0..I&M15 datasets. All write for application profile shall be rejected. All reads except I&M0 shall be rejected.
