remove obsolete / unsupported packet service definitions from public API header

            Description

            The header file PNSIF_API.h contains some definitions which are not supported by the component. They shall be removed from public API header.

            • PNS_IF_SET_WARMSTART_PARAM_REQ  plus corresponding structs
            • PNS_IF_SET_OLD_CONFIGURATION_REQ  plus corresponding structs
            • PNS_REGISTER_FATAL_ERROR_CALLBACK_REQ  plus corresponding structs
            • PNS_UNREGISTER_FATAL_ERROR_CALLBACK_REQ  plus corresponding structs
            • PNS_IF_CREATE_LOGBOOK_ENTRY_REQ
            • PNS_IF_SET_IOIMAGE_REQ  plus corresponding structs plus definitions of  PNS_IF_UPDATE_IOIMAGE_CLB_T  and  PNS_IF_IOEVENT_HANDLER_CLB_T
            • PNS_IF_LINK_STATE_CHANGE_IND and corresponding structs
