Wrong error code used to report incomplete database configuration

            Description

            When only one of database configuration files (config.nxd or nwid.nxd) is found the stack uses a wrong error code HIL_ERR_CONFIGURATION_FAULT to report incomplete configuration error. Instead the following error codes shall be used :

            • ERR_PNS_IF_NO_NW_DBM_ERROR when nwid.nxd is missing or
            • ERR_PNS_IF_NO_CFG_DBM_ERROR when config.nxd is missing
